The French law on illegal substances is unrespectable of human rights and of individual liberties. Nevertheless some of these substances are the source of numerous medicines in the world and have been consumed over several thousands of years. The reality is that today Cannabis is demonized by the state(s). It makes it responsible for all the trouble in society.
If Cannabis is considered such an evil when it could be such a good ally to society, it is therefore possible to imagine that there are some obscure reasons for this to be. Maybe some reasons that do not have much to do with health care as much as it seems. Otherwise alcohol that provokes family dramas and makes thousands of deaths per year would be completely prohibited…

This is principally due to the ignorance of the virtues of the Cannabis plant by certain elected members. They have observed that its consummation is more and more popular and instead of legalizing it, (which could be the logic!) but on the contrary sanctions it even harder by adding it to the hard drugs. When are the people going to be listened to and respected for the choices they make in their lives? Do we have to continue to suffer its consequences alone in silence…?
No way! Surely this is because it is easier to collect money in the actual state of things, by sanctions and fines, than to invest in a whole new financial structure that needs to be built!
To think differently, isn’t that the future?!

The establishment of the latest prohibition laws was implemented with help of the Medias and of the “anti-smokers lobbies”. These have participated in several missions between ministries, but also of the broadcasting of debates with afflicting statements leaving a threat stagnating over health at devastating consequences, with no serious proof. As there hasn’t been any strong mobilization on the consumer’s part, the game was won in advance. After a few press articles in newspapers and in health magazines, the arguments used to convince leave a place of choice to impose a perverse repression composed of penalties and sanctions of all sorts. In return, we assist to the consequences observed lately. (See our articles).

We have put together hereafter the primary effects of the modification of the laws since 2002. 

Violation of the human rights and liberties:
· Aggressive arrests and culpability of users.
· The systematic therapeutic order (the user in referred as a heroin-addict) and obliged by the tribunal to undergo
   a “class of awareness” at its own expenses (400€)
· Incitation to denounce by abuse of power, blackmail and result bonuses for the “power users”.
· Road control tests not reliable for narcotics, but still used anyway to fine car drivers when they haven’t even made an   infraction to the road code. (4500 € fine against 2500€ for alcool!)
· Repression in music concerts, tecknivals and night clubs and other festive events.
· The intrusion of the police with guns in schools, high schools and other studying places.
· The generalized video surveillance and submission to obliged drug blood tests.
· The equipment of the police with electric hand guns “TASER” (physical punishment).
· References to the words or arbitrary terms such as “rebellion, incitement…”
 
(Rebellion is done within a group, it is never individual, and incitement only exists with a complaint
  of the person incited,   never by presumption or suppositions of incitement by a third party!)

Health consequences:
· The consumer’s intake products that are trafficked with toxic chemical substances.
· The police station arrests brought to several days (normally 24h) to put the user in a stressful situation, along with   degrading treatments.
· Destabilization of the lives of billions of people because of the prejudices suffered from police station arrests (even for a   short term stay) and other interactions.

Violation of individual freedom and expression:
- None of the foreign news magazines on Cannabis (“Skunk”, “Hightimes”, etc...) are available in libraries; the police  search them for books on the subject!
(never been seen since the rein of Louis XVI!!).
- The interdiction to wear jewelry, pins, perfumes and other articles relating to Cannabis
(Control of the intellectual culture).
-The interdiction of presenting Cannabis “on its bright side…” (Manipulation of words that lead to an ideological control  imposing a unique meaning to personal opinions).
- The banality of alarmist classes imposed to students in schools (when the parents don’t automatically have the same  opinion, because they already know the subject or are themselves consumers).
-The “media suffocation” of all public manifestations against the prohibition (deny of the right to manifest and of public  gatherings).

Social consequences:
-The leaks of important capitals towards foreign criminal organizations where the money is no    longer part of the finances  of our countries.
- The construction of more than 200 “centers of addiction” (a colossal investment) to “heal”    consumers considered as a   mental illness patient (drugaddict) in regards to the law.
- The partial finance of this repression from taxes and social security.
- The conflicts in the cities and in suburbs risking the cost of the lives of youngsters and of    policemen.
- The underworld economy and traffics of all sorts pushing consumers towards clandestine   systems.
- Consumers have no choice than to use what is available: black market.
  As we have seen it, the cannabis consumer is considered by the law as either a delinquent or a   mentally-ill patient.  Therefore these laws become incriminating and unworthy of a democracy.
  Beyond the lies, this plant has absolutely nothing to do with the problems that some give attribute   for. Ancestral medicines  used it in part for culinary art; it was also smoked in a pipe by the tribes   and in ancient civilizations until our days.


A FEW MEDICINAL PROPERTIES
- Stops anxiety, breathing difficulties and chronicle bronchitis
- Opens appetite to those who have lost it (such as anorexia)
- Delays the aging of the cells
- Helps to endure better the heavy treatments (aids, cancers, etc…)
- Reduces hyper activity
- The treatment for serious illnesses (such as MS, glocomia, cancers, allergies…)
- Stops stomach pain and skin nasty eruptions
- Other studies are in progress...


THE EFFECTS
- Dehydration
- Light euphoria
- State of well-being
- Stimulates imagination
- Reduces stress


In Europe, it Holland that have found the best solution by it radical politic against trafficking by legalizing its distribution, the health of consumers it therefore better protected, the youngsters are no longer exposed to the dealers, the users are framed (prevention and age limit). The products are natural and this system contributes to the creation of thousands of jobs.
And when you see the stats, those who have one of the weakest consummation in Europe is Holland. This is explained by an available information (without censureship) and legal acces to the products of good quality, which is in the way followed by prevention and of a “manual user”.
In France, the legalization was in study in the 90’s when the commission supposed that in doing so it would bring up the risk of transition to other products. This is in reality quiet rare because the consumer avoids putting his life in danger, especially if he can consummate a sain product legally.
History has showed us that no prohibition has know success until this day, what ever the method employed, they have all failed or finished in a bloodshed.
We are all concerned, because it is a question of protecting our health, our economy and those of our future generations exposed to the dangers of clandestine markets, to the products added without any possible control, as the activity in it global aspect is classified as illegal.
Managing the subject would be well less heavy in consequences, job creations et more affordable.
In taking away Cannabis from the board of narcotics, followed by the abrogation of repressive laws, the state(s) could profit of his resources in the respect of its consumers and of the human rights.

Our objective consist in finding a solution to get rid of the prohibition and its sordid escalade,
to propose to review the question in its global perspective of the production-distributation
and in defining the rules to frame the total consummation (prevention,
age limit, distribution secured, autoproduction).

The ways to get there will be determined by the gathering of competences
required and of the reaction of people to whom the revision is proposed.
